REPORT OF COREN ACCREDITATION VISITATION TO THE UNDERGRADUATE AND POST GRADUATE DIPLOMA PROGRAMMES OF THE FACULTY OF ENGINEERING, ENUGU STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY, ENUGU, ENUGU STATE, 18TH – 22ND FEBRUARY, 2018.
- PREAMBLE
The Council for the Regulation of Engineering in Nigeria (COREN) was established by Decrees No. 55 of 1970 as amended by No. 27 of 1992 (Amendment), now Act CAP E11/2004. The mandate of COREN is to control and regulate the practice of the Engineering Profession in all its aspects and ramifications. With this mandate, the Council undertakes accreditation visitations to all Engineering programmes in Universities, Polytechnics and Technical Colleges producing engineering personnel in all cadres of the profession.
In line with the mandate, COREN constituted a team of seasoned Engineers from the academia and the industry to assess the Undergraduate and postgraduate diploma Engineering programmes of Enugu State University of Science and Technology, Enugu from 18th – 22nd February, 2018.

- Period of Visitation
The visitation started on Sunday, 18th February, 2018 and ended on Thursday, 22nd February, 2018.
- Arrival and Pre-accreditation meeting
- Arrival
The team arrived Enugu and was lodged at the Gold Value Hotel limited, New Heaven, Enugu.
- Pre-accreditation Meeting:
The team had pre-accreditation meeting on Sunday, 18th February, 2018 at the Conference Hall, Gold Value Hotel at 7.40pm with the Dean and the heads of department. The meeting discussed the modalities on how to carry out the accreditation exercise.
The Programme Coordinator, Abdullahi M. Jega welcomed the team members who travelled from all parts of the Country. He thanked God Almighty for granting everyone journey mercies and therefore introduced the team leader Engr. Usman Alkali.
The team leader Engr. Usman Alkali thanked the Dean and the heads of the department present at the meeting for receiving the visiting team. He also thanked the team members for honoring the invitation for the national assignment on accrediting the engineering programmes of the University. He urged the members to be meticulous in carrying out the accreditation exercise.
The Dean, Faculty of Engineering, Engr. Prof. Innocent I. Eneh FNSE, welcomed members to Enugu and thanked God for their safe arrival. He assured the team members of safety as they stay in Enugu and promised to give maximum support to the success of the exercise. He informed the team that ESUT is among the best Universities offering engineering programmes in West Africa. He introduced the heads of the departments who were in attendance as follows:

The COREN files containing the assessment guideline, score sheet and other relevant document for the accreditation were distributed to the team members. The Heads of department also presented the departmental Self-Study document to the team members for preparation for the accreditation exercise.
The meeting further discussed the programme of events and adopted it as presented. The meeting came to a close at 8.40 pm.
5.0. COURTESY CALLS
5.1. Visit to the Dean, Faculty of Engineering
The team arrived the Dean office at Enugu campus 8.50am on Monday, 19th February, 2018 for courtesy call.
The Dean represented by Engr. Prof. James Ekeh, welcomed the team members who are for assessment visit to the undergraduate and postgraduate programmes of the Faculty of Engineering, Enugu State University of Science and Technology, Enugu. He assured the team of their readiness and commitment to the accreditation exercise.
The team leader appreciated the Dean, Heads of Department and the Faculty officials present and advised them to be open and share necessary information with the members during the exercise to enable the team do their job effectively. The traditional culture of welcoming August visitors to Igbo land was performed and kola nuts were presented to members of the team.
The meeting ended at 9.30am and the team proceeded to visit the Vice Chancellor at Agbani campus.
5.2. Visit to the Vice Chancellor:
The team arrived Agbani Campus at 10.00am to visit the Vice Chancellor of the University. The team was received by the Director of Academic Planning (DAP) at the Conference Hall. She welcomed the team and introduced the Vice Chancellor of the University, Prof. Luke I. Anike and other principal officers of the University in attendance.
The COREN Programme Coordinator introduced the team leader Engr. Usman Alkali and other members introduced themselves.
The team leader thanked the Vice Chancellor and the University management present and extended the President and Council good wishes to the University.
He informed the Vice Chancellor that accreditation is part COREN regulatory mandate established by an Act. He submitted that engineering profession is a key to the Nation development and urged that students should be given the necessary teaching and learning skills to attain the standards of the profession.
The team leader noted that accreditation is about quality assurance; aimed at ensuring that products of Engineering Programmes in Universities, Polytechnics and Technical Colleges are sound, functional Engineering Personnel that would meet the challenges of society and compete favourably with their counterparts anywhere in the world. He urged the University to provide adequate facilities for the Faculty to build this capacity.
He informed the Vice Chancellor that COREN accreditation is for partnership and growth, not for witch-hunting, it is aimed at building, not destroying, but very strict process; firm and fair.
He quoted from the enabling Act and stressed that running Engineering Programmes that have not been accredited by COREN or continuing with such programmes with expired or failed accreditation status is illegal and in contravention of the Act establishing COREN.
The Vice Chancellor was also informed that the team will reconvene to brief him on the findings at the end of the exercise and only COREN Council can give the final verdict of the visitation at a later date.
The Vice Chancellor in his response appreciated the team for visiting the Enugu State University of Science and Technology, Enugu. He pointed out that accreditation visit is to identify the strength and weaknesses of the University and to offer the necessary advise to the University.
He said that the University believed in Pair Review Mechanism where experiences are shared between the assessors and assessed.
He urged the team to do a meticulous job and also socialize with the University environment.
The meeting ended at 10.50am and the team proceeded to visit common facilities.
- COMMON FACILITIES
The team visited the Common facilities used by the Faculty of Engineering as follows:
6.1. AGBANI CAMPUS:
- i. Library: had 250 seating capacity.
- New Library Complex: The team recommended that the
University should move to the new complex which is almost
completed.
- E-library: 40 systems were available
- ICT Centre: The team visited the International Information and Communication Technology Resource Centre, the Afrihub.
- General Workshop: The following equipment was assessed.
- 5 lathe machines
- 2 Shaping machines
- 1 Horizontal machine
- 3 drilling machines
- 6 Bench Vices
- 8 module of CNC
- 8 Hydraulic Training Machines
- Computer Design Studio – 25 Computers
- Metallurgy and Quality Control Section
- Basic welding section with 2 welding and 3 local fabrication
- Basic Sheet Metal work and fastening section
- University farm: The team also visited the Agric farm and assessed the dripping and sprinkling irrigation system.
- Digital Electronics Laboratory: 18 computers were available and it was reported that the lab is often use by 300 level students.
6.2. ENUGU CAMPUS: The team also inspected the following facilities at
Enugu campus.
- Drawing Studio: 60 seating capacity
- ICT: Information and Communication Laboratory
- Faculty Library: Three shelves housing engineering books.
- DEPARTMENTAL PROGRAMMES ASSESSMENT
The team broke into departments after touring the common facilities to assess the programmes in the various departments. The reports of each programme are attached.
- EXIT MEETING WITH THE VICE CHANCELLOR
The team again visited the Vice Chancellor on Wednesday, 21st February, 2018 at 10.40am at the end of the accreditation exercise to brief him of the observations. The team was received by the Director, Academic Planning at the Vice Chancellor’s office.
After brief introduction, the team leader presented his Exit meeting address to the Vice Chancellor on the occasion marking the end of the Accreditation Visitation to the Faculty of Engineering, Enugu State University of Science and Technology, Enugu. He First and foremost expressed the team profound gratitude to the Vice Chancellor, Director, Academic Planning, Dean, Faculty of Engineering, the Heads of Departments, and the entire staff of the Faculty of Engineering for the cooperation accorded the Team during its stay in the University.
He restated his earlier address during the courtesy call to the office of the Vice Chancellor on Monday, 19th February, 2018, that accreditation by COREN is for partnership and growth, not for witch-hunting. It is aimed at building, not destroying. It is a very strict process; firm but fair. These assertions were strictly deployed in executing and concluding this National Assignment.
The team leader informed the Vice Chancellor that in the past few days of the visit, the team has gone round the University, inspected all the facilities including the library, the workshops, laboratories, classrooms and the lecture theatres. The team has also interacted with some of the students, the non- academic and the academic staff. The team also looked at the academic records of the students, assessed their admission requirements. The Team examined the student’s course works, including laboratory reports. The Team also checked the files of the academic and non academic staff to verify their academic and professional qualifications. The Team equally verified the entire academic curriculum to determine its adequacy in terms of the professional requirements and the staff student’s ratio.
The team equally reviewed the recommendations in the report of the last accreditation visit in August, 2012 to ascertain the efforts made by the University on the current visit.

The Vice Chancellor was briefed with the following observations of the team on the current visit which was categorized as strength and weakness.
Strength
- Staffing: The academic staff is commendable. However, the University should employ more permanent staff for the Faculty as resources are been expanded.
- Staff Development: We observed that the staff development scheme particularly in sponsorship to Conferences and acquisition of higher degree is in place. We recommend improvement in this area.
- Admission Requirement: We noticed that admission requirement is followed strictly. Every student admitted made minimum requirement by Jamb. This is commendable.
- Workshops and Laboratories: There are equipment and machines in the Workshops and Laboratories but underutilized mostly in Agbani Campus.
- The Technologists in Mechanical Engineering and Met/Mat department, although not adequate in number, are very knowledgeable and committed to work.
Weaknesses
- Inadequacy of non-academic staff in number was noticed and majority of them were not registered with COREN.
- Maintenance of facilities: We observed the need for maintenance of the existing facility. We recommend the functional maintenance culture should be inculcated in the system.
- Funding: We observed the limited funding in the system. We recommend where possible to improve the funding for the various departments to enable them function optimally.
- Efforts should be doubled to link the University with national grid for electric power supply. We recommend the purchase of some standby generating sets to address the problem of power supply.
- Laboratory manual should be developed for all the laboratories for proper utilization of equipment. Where some new equipment are available they are not fully installed for use and training purpose.
- The sanitation of the Campus is a general problem.
- RECOMMENDATION
It was recommended by the team that all Engineering departments should move to the main Campus as soon as possible in order to better coordinate the different degree programmes that are unavoidably related.
- OVERALL MANAGEMENT
The team noted the existing cordial relationship from top to bottom and vice visa among the staff in the Faculty visited. The team also noted that without this relationship, no meaningful development can take place and therefore advise that it should be maintained.
- RESPONSES OF THE VICE CHANCELLOR
The Vice Chancellor first and foremost commended the team for a job well done. He informed the team that the observations raised were noted and will be addressed immediately. He assured the team that when next they visit the University, there will be tremendous results. He also said that the Faculty of Engineering is the first in the University and close to his heart and despite the issue of funding; he will not relent. He will do his best to maintain the engineering standards in the University. He therefore wished the team members safe trip to their various destinations.
The Dean of the Faculty of Engineering gave the vote of thanks and the meeting ended at 12.40pm.
- APPRECIATION
The team members expressed their appreciation to the Council and the President of COREN for the opportunity given them to serve in the National assignment.
