Born on April 24th, 1963, in Lafia, Nasarawa State, Engr. Rabiu studied Civil Engineering at the Federal Polytechnic, Bida and Bayero University, Kano.

He has over the years acquired extensive experience in various aspects of Civil Engineering works particularly construction supervision and procurement services.

He has served the Nigeria society of Engineers in various capacities which includes 3-times Vice President and many more.

Engr Otis

 Engr. Otis Oliver T. Anyaeji, FNSE, FAEng is the current and 30th President of the Society, Fellow of the Society and a winner of many distinguished awards for service to the Society.

He was Vice-President several times and Deputy President and member of Council.

 Engr. Anyaeji is a member of several learned professional societies associated with advancement of engineering. They include, the Nigerian Society of Engineers NSE), the Automotive Engineers Institute (Auto EI), the Institute of Appraisers and Cost Engineers (IA&CE), the Solar Energy Society of Nigeria, the Nigerian Institution of Mechanical Engineers, etc.

Engr. Anyaeji served three terms as Secretary General of the Nigerian Society of Engineers (1989, 1990, 1991), three terms as Vice President (2011, 2012 & 2013), and was the immediate past Deputy President of NSE (2014-2015). To the glory of God, he stands today as the President of the Nigerian Society of Engineers.

He is the Vice President (Anglophone), West African Federation of Engineering Organisations.

ENGR. Ahmad Muhammed Yabagi, was born in Niger, Nigeria. . He went to Kaduna Polytechnic to obtain his National Diploma (ND) Electrical/Electronics and Higher National Diploma (HND) Electrical/Electronics between 1982 and 1990. He then attended Fed. University of Technology, Minna, Alcatel University Shanghai (AUS), Peoples Republic of China, and ZTE University, Shenzhen, People's Republic of China where he got the following degrees; Post Graduate Diploma (PGD) computer science (2002), ), Certificate in Alcatel S.12 Switching and External Line Plant, (ELP) 2005, and Certificate in CDMA (MSS, BSS and Optimization 2006, respectively.
 He worked at Niger state housing corporation Minna,  as the Tech. Officer  – Chief Tech Officer (Elect.) between the year 1983-2002 where his duties included HOD (Electrical), Production of  Electrical Designs for Projects handled by the Corporation, Projects Supervision and any other duty that may be assigned. 2002-2004, he worked as senior tech officer at Ministry of Communications Abuja, with responsibilities of Data Processing and Computer Maintenance in Technical Services Department.
He has also worked at Federal. Min. of Information and Communications Abuja as principal Technical officer and from 2012 till date he has worked at Federal. Min. of Communications Technology Abuja, as Chief Technical Officer (RT) with responsibilities of Desk Officer, Nigerian Communications Satellite (NigComSat). 
He is the current National President, Nigerian Association of Technologists in Engineering (NATE).

 Hon. (Engr.) Andem Etim Ekpo Bassey was born in Lagos. He is from Calabar South Local Government Area, Cross River state. He attended University of Lodz, Lodz, Poland for his pre-degree program, (1978-1979). He obtained both his First and Second Degree in Civil Engineering at University of Technology, Cracov, Poland, (1979-1985).

Engr Bassey was the managing Director, Magabee Engineering Company Limited Cross-Rivers State where he provided all forms of engineering services to the public and assisted in the social engineering of the community. The company distinguished herself with many awards, including the 1st prize from NAFCON in 1995.
Between 30th June 2003 and 23rd September 2004, Engr Bassey was the Director at Cross-River State Government Directorate of project Monitoring & Evaluation. In September 2004, Cross Rivers State Planning Commission made Engr Bassey the Commissioner in-Charge of projects inspectorates department. He carried out his duties effectively and ensured that all projects were properly executed. 
In 2007, Engr Bassey was appointed by cross rivers state water board Ltd as Project Coordinator 2nd national Urban Water and Sanitation Reform Program Cross River State Component, financed by World Bank. He was also elected as Executive Chairman, Calabar South Local Government Council, Cross Rivers State, Where he served his people with great diligence and Honor. Engr Bassey has also demonstrated leadership capabilities in different areas, including Politics.

  1. Education and Qualification

Abubakar Sadiq is 57 years old, an indigene of Kano State, and a graduate of Ahmadu Bello University, Zaria where he obtained his first, second and third degrees. He obtained Post Graduate Diplomas in International Institute for Soils & Water Management, Agric Research Organization (ARO), Tel-aviv, Israel; International Centre for Tropical Agricultural and Development (CIRAD), Montpellier, France; and Institute for Agric Development, Tsukuba and Tokyo International Centers, Japan, MANAGE Institute, Hyderabad, India, AFRACA, Nairobi, Kenya, respectively. He attended several local and international professional short courses in various countries relevant to his triple responsibilities of teaching & student supervision, conduct of basic & applied research and packaging & promotion of relevant agricultural innovations to targeted end users.

  1. Working Experience

He joined the service of Ahmadu Bello University, Zaria in 1988 as assistant lecturer and extension specialist and posted to NAERLS but attached to Institute for Agricultural Research and Department of Agric & Bio-resource Engineering, respectively. He was appointed to professorial rank in Agricultural & Bio-resource Engineering in 2005 academic session. He has been involved in the conduct of applied research, promotion of improved technologies and practices, development/production of extension support materials, provision of support services, capacity building of diverse clients including field extension staff and managers, farmers, etc nationwide. He has committed himself to teaching and supervision of both undergraduates and postgraduate students not only in ABU Zaria but also in Bayero University Kano, University of Ilorin, ATBU, University of Uyo, University of Maiduguri, Kaduna Polytechnic, etc. He led several FAO, WB and missions to develop policy and strategic documents on Irrigation and Drainage for Nigeria and West African Sub region.

  1. Administrative Experience

Professor Abubakar administrative experience include serving as HOD of Agric & Bio-resource Department and of Agric Engineering & Irrigation Research Program in NAERLS (1996-2000); Officer-in-Charge of Agric. Extension Service Delivery for North-West Agro-Ecological Zone (2000-2004); Deputy Director of NAERLS (2004-2008), Executive Director of NAERLS (2008-2012) responsibility to the Hon. Minister of Agriculture on agricultural extension service delivery for the whole nation.  He chaired and served on many committees at University, Institute and Departmental levels. He represented Congregation in the ABU, Zaria Senate (1999-2003) and served as a member of Governing Boards of IAR, NAPRI, DAC and NAERLS (2008-2012). He was Chairman of Agric & Vet Complex (2010-2012) comprising of Faculties of Agric, Vet Medicine, IAR, NAPRI, NAERLS, Vet Teaching Hospital and 3 Colleges of Agriculture of Kaduna, Samaru and Kabba. He saved as a member of ABU Governing Council (2009-2014) where he chaired and served in a number of committees including Senior Staff Appointment & Promotion, ICT & Computing Service; Investigation Panels and Ad-hoc Committees on Financial Control, University Budget Performance, etc. He was a member of ABU Strategic Planning Review & Monitoring and Physical Planning & Development Committees. He was appointed as the team leader on Agribusiness in ARDP who are engaging the  North Western States on promoting Economic Development Agenda (2012-Date). He was appointed the pioneer Vice Chancellor of Alvan Ikoku University of Education, Owerri (May – August 2015). He was appointed as Chairman and led the Committee that developed the strategic plan of the newly established Federal University, Gusau (2016-12017). He was appointed as the Dean of School of Postgraduate Studies in ABU, Zaria (2017-Date).

  1. Academic Duties, Mentoring and Outputs

He supervised and mentored several students both internally and externally: 12 PhD, 15 M.Sc and 30 B.Engn student theses. He had internally examined 8 PhDs, 12 MSc theses, externally examined 9 PhD and 17 MSc theses; assessed 6 candidates for professorial positions. Most of the students produced high quality publications from the research projects l supervised and published in highly rated journals. Engr. Professor Abubakar have to his credit as output of his 27 years of academic career 194 publications including 29 journals, 2 edited book, 7 book chapters, 23 edited proceedings, 33 conference papers, 12 extension bulletins, 6 extension guides, 37 training workshop papers, 20 research reports, 16 technical reports, 9 edited training manuals. He has produced more than 45 radio, 20 TV programmes, 10 video documentaries and 12 slides shows on various aspects of agriculture in English and local languages which were aired/televised in both public and private stations across the country.

  1. Project/Programs Implementation

Professor Abubakar led and participated in winning several research/development projects grants, which were successfully implemented using the platform of ABU, Zaria. To date, Abubakar was involved in more than 21 projects sponsored by development partners like FAO, WB, ATI, IFAD, USAID, DFID, French Embassy in Nigeria, other donors, multi and bi-lateral collaborations, Government interventions covering areas like irrigated agriculture, irrigation system management, water supply and sanitation, water lifting devices, labour saving devices, agric mechanization, ground water pollution and land use, dry agriculture, water harvesting, irrigated soil management, etc.

  1. Professional Bodies Activities

Professor Abubakar is an active member and fellow of many professional bodies, among which are American Society of Agric & Bio-Res Engineers (ASABE), International Committee on Irrigation & Drainage (ICID) Nig. Society of Engineers (NSE), Nigerian Inst. of Agric Engineers (NIAE), International Soil Tillage Research Organization (ISTRO), Agricultural Extension Society of Nigeria (AESON), etc. He is a registered and practicing Engineer with Council of Registered Engineers of Nigeria (COREN). He was the National Chairman of Nig. Inst. of Agric Engineers (NIAE) between 2008 and 2012 and was a member the National Executive Committee of NIAE. He had served NSE in various capacities for over 2 decades including member and chairman of several Boards and Committees. He is the current Editor-in-Chief of Technical Transactions and Journal of Nig. Society of Engineers (NSE) under whose leadership the journal was transformed to an online publication and won TETFUND Sponsorship, where I converted the journal to an online publication at He served as Chairman of the technical committee for NSE annual conference (2012-2018). He represented NSE at the development of National Integrated Infrastructural Master Plan (NIIMP): Strategies for Implementation in 2015. He was recently appointed as a member of COREN Council and Chairman of Education and Training Standing Committee of the Council.

  1. Community Services:

I am the Chairman of Board of Trustees, COMMUNITY EMPOWERMENT INITIATIVE (COMEIN) since 1998 to date, an NGO based in Kano involve in rural development in the areas of agriculture, irrigation management, rural water supply, and strengthening of community-based organizations. I am a member of board of Directors of WOMEN GENDER DEVELOPERS (WOGEND), an NGO based in Kano involve in the rehabilitation of child-girl abuse/trafficking and reintegration into the immediate society with a sustainable means of livelihood. Member of several community based organizations and self-help groups, religious organizations, community schools, etc in the Zaria, Kaduna and Kano, respectively.

  1. Grant attracted for Research & Development and Physical Projects

Participated in securing several research-based, development-based and promotion-based collaboration projects sponsored by multi-lateral, bi-lateral, donors like WB, FAO, IFAD, WAPP, etc, which were successfully implemented. The nature of the projects spans diverse fields of agricultural development, water resources and environmental management, economic and social development, youth empowerment and capacity development of institutions, etc. also led in the establishment of several strategic physical structures within ABU main campus during my tenure as Executive Director of NAERLS. The NAERLS SUITES AND CONFERENCE CENTRE, the printing press, the cafeteria complex and maintenance unit and the surfacing of the entire unit with ashfalt and the construction of the exist road of 750m length were amongst the few.

Professor Abubakar main interest is to improve the living standard of rural people through sustained provision of knowledge, skill development and economic empowerment for effective participation in our national life. Engr. Abubakar Saqid Zubair is a Professor of Agric. & Bio-resource Engineering with specialization in Irrigation System design, development and management. He is a staff in ABU, Zaria since 1988. He is currently the Dean, School of Postgraduate Studies of Ahmadu Bello University, Zaria. He is happily married with children.

Engr. Ojekunle Ezekiel Olusegun, FNSE was born in Ibadan, Egbeda Local Government Area. Engr. Prof. Joseph Obofoni Odigure was born 2nd October 1959. He had his Primary education at St. John Primary School, Sabongida Ora and Secondary education at Holy Trinity Grammar School, Sabongida Ora, Edo State before proceeding to the Belarus National University of Technology, Minsk, Belarus from where he obtained M.Sc with Distinction in Chemical Technology of Binding Materials and refractories, non-metallic compounds, 1986 as the best graduating student and PhD, Technical Sciences, 1990. He did the NYSC at and was employ thereafter as Lecturer 1 by the Federal University of Technology, Minna in 1990 and 1991 respectively. He was promoted to the rank of Professor of Chemical Engineering Department in 1st October 2002. 

 Until his appointment as the Registrar, he had been involved in COREN activities in all ramifications for about nine (9) years. During these periods, he served as Vice President/member, Council for the Regulation of Engineering in Nigeria and as member/Chairman of various Committees. His most recently appointments include Chairman, the Sub Committee on the production of Guideline Document for the Outcome Based Engineering Workshop and Review of Benchmark Minimum Academic Standard for Undergraduate programmes in Nigerian Universities May 2017, member, Special Cases Committee and the Chairman, The Standards Organisation of Nigeria, Technical Committee on Standardisation and Quality Assurance in Building and Construction Industry as Representative of COREN, 2018.

 He is administrator of repute having served in various administrative and managerial capacities in the public and private Universities and various national and International Committees. He was twice elected the Dean of School of Engineering and Engineering Technology, the Foundation Coordinator/Dean, School of Information and Communication Technology, Foundation Director, Centre for Open Distance and eLearning, all at Federal University of Technology, Minna. He is the recipient of various local and international awards: Honorary Fellow, Australian Institute of High Energetic Materials, Fellow, Nigeria Association of Technologist Engineers among others. He has over 100 authored and co-authored patents, research journal articles, books and conferences proceedings and serves as referee to various local and international journals. He is widely cited in his area of research.

He believes that regulatory activities must be multidisciplinary in content to be proactive and innovative and to remain relevant. He has by learning, association and exposure recognized the need and acquired strong leadership skill to drive, inspire and sustain globally competitive regulatory standards in engineering education and practices. He is a team player with strong global vision on engineering regulations, capacity building and maintaining of local and international best practices: a necessity for informed and effective regulation of engineering in a 21st century.
